Amador County Tourism Marketing District (ACTMD) Plan Overview

What?

The Amador County Tourism Marketing District (ACTMD) is an assessment district proposed to provide specific benefits to payors, by funding marketing and sales promotion efforts for assessed businesses. This approach has been used successfully in other destination areas throughout the country to provide the benefits of additional room night sales directly to payors.

Location

The Proposed ACTMD includes all lodging businesses (including short term vacation rentals) within the boundaries of the County of Amador.

Budget

The initial ACTMD budget is expected to be $200,000 per year, assuming the Amador County Transit Occupancy Tax (TOT) collected in 2024 is $1 million as a guideline. Based on a 2% assessment, the budget would be restricted as follows: 10% could be spent on administration, 10% for reserves, 3% for collections, and the remaining 77% would be spent on marketing.

Since we also support non-lodging and community interests in the County, ACT will also require the annual $110,000 from the Amador County Transient Occupancy Tax (TOT) funding that we currently receive from the county and cities.

Cost

The annual assessment rate for lodging businesses would be 2% of gross short-term room rental revenue. Lodging businesses would be able to pass the assessment fee on to their guests.

Collection

A third party collection agency would be used to collect TMD funds for all jurisdictions.

Duration

The Proposed ACTMD will have a 5 year duration.

Management

The Amador Council of Tourism (ACT) will serve as the ACTMD’s Owner’s Association. The Owner’s Association is charged with managing the funds and implementing programs in accordance with this plan. The Amador Council of Tourism would be restructured to guarantee that Lodging partners maintain control of the direction of the TMD funds.

Benefits

Similar in concept to the Amador Wine Heritage District currently being launched by the Amador Vintners Association, Tourism Marketing Districts have been used effectively throughout California to increase the marketing budgets for destination marketing organizations. With competitors raising their budgets and increasing rivalry for visitor dollars, it is important that Amador County lodging businesses invest in stable, lodging specific marketing sales. By investing in marketing efforts to increase room night sales a TMD will benefit lodging businesses directly while also providing ancillary benefits to other businesses in the county.
Amador County is woefully underfunded currently to compete with nearby counties:

  • 2024 Amador Council of Tourism (ACT) Budget: $130,000
  • Calaveras County Tourism Budget: $ 400,000
  • Madera County Tourism Budget: $1,000,000
  • City Of Lodi Tourism Budget: $ 538,000
